Fuse problems

So i have a 95 7.3 auto trans, love the truck, i've only had it since mid december and already have expirenced so of the common problems with these trucks (lift pump replaced, fuel bowl drain leaking ect...) Now i've been blowing fuse 22 which i know is the circuit for fuel heater located in the fuel bowl. This has happened on me now on two different occassions. Something strange i have noticed is that if i simply replace the fuse it will blow again when i try to start the truck, but if i take the fuse from 21 (because i blew the spares i had in the dash) it will start and run. Has any one else noticed this? What is on the circuit for 21? i have been driving around without a fuse in 21. Thanks for the help!

Fuse assignments are in the owner's manual. Is that a higher capacity fuse? Have you tried disconnecting the fuel heater?

yeah i disconnected the fuel heater today, i'm up here in vermont so i plan to replace the existing one. I don't have the owners manual, thats why i'm asking about the fuse, 21 and 22 both had 30amp maxi
