Idle at light then shuts off

Hi guys, I'm looking at buying a 1990 7.3 PSD for 1500 bucks. Engine was rebuilt not long ago and transmission is a couple years old. Overall it looks in great shape. Owner said he was sitting at a light and the truck shut off.

Supposedly he is sure the problem is a relay from the battery to the glow plugs. I have almost no background knowledge of PSD. Please help and see if we can figure if the owner is correct, and how much the part is to buy and replace.

If it is a 1990, then it is a 7.3 diesel without a turbo, not a Powerstroke but could still be a good pickup if you can live with limited power and an older pickup.

owner said it was a turbo diesel. 7.3 turbo diesel. and I can live with an older vehicle. Any idea as to what part may need to be fixed to get it running again?
