Fuel problems/Sluggish

Hey this is my first thread, so i have a 97 7.3 with rebuilt injectors replaced fuel pump quick spool turbo cold air TS 6 position chip and im still feeling some sluggishness of the line and when i step on it even with the chip on high, when my step dad had it he ran nothing but red fuel threw it i no thats hard on the PSD so what else could it be? HPOP?

Monitor fuel pressure and icp. Could be either.

I made my Samsung SGH-I997 send this.

Will that throw any codes?

ICP will sometimes. Fuel pressure won't, PCM doesn't monitor it.

Nothing. Same diesel.
Might be dirtier due to where it was stored, but that's it.
