unknown problem wastegate maybe

after fixing the fuel leak at the fuel bowl i have found a new problem but only when it is cold does this problem happen i will start the truck a 99 f350 let it warm up for about 20-25 min to let in get to normal operating temps but when i go to drive it it will boost properly until it hit 1500-2300 rpm then i get get a hissing sound like the turbo is over spooling i think it is the wastegate bleeding off i do know what the wastegate sounds like when it releases the pressure but when this happens i back off the throttle everytime it happens then about two miles down the road it will stop its this and operate normally with no issues any idea from you guys what this could be i did check all my fluids and all where in the proper range i am troubled by it just want input so i do not waste money so close to christmas and all help is apperciated

It's your ebpv. Check the sticky threads in the 99-03 general section
