Yet another no start problem

New to this forum. Bought a 97 obs powerstroke. It was in and out of shops with hard start issues. The guy I bought it from knew nothing about working on vehicles so I got a bunch of shade tree band aids to fix. I drove truck foe a week with hard start issue. I parked it to replace cps due to code we found on buddys computer. While I had it apart I changed fpr spring to heavier, pulled turbo and added 1.0 housing and non ebv pedestal( someone welded butterfly open) so cut it out and welded plugs. Changed cps, added a boost fooler, and a a/c delete pulley. I was extremely careful not to drop anything in motor during process. Put everything back together and now no start. It will fire on ether but die instantly. Here is list of my checks:
Check gp relay- good, harnesses look good
Pulled pcs and cleaned contacts on TS chip
Checked fuses and swapped relays
Cleaned all grounds
Pulled fuel bowl and eliminated bad heater, disassembled fuel manifold cleaned screen and all orfices.
Checked idm for water marks- seemed good
Hpop oil was good- pulled ipr and rebuilt it- sucked out res. and added new oil- turned over engine and oil level still 1/4 down. Plus it build oil gauge when turning over, lpop good? Hpop supposedly rebuilt last yr.
Batteries are fully charged and good
Rpms read when turning over- cps and pcs good?
Don't have fuel pressure gauge on yet but if I open water dump- fuel pours out fast when turning it over.

I am stumped and limited on my electronic capabilities. I have to trailer it to place with computer diagnostics so wondering if anybody has any ideas for me to save me messin around. Thanks
