icp voltage

first off hows everyone tonight today i found on a forum a way to check for power to my icp my truck is losing power to the icp idle it has around .95 volts then when it hiccups it drops to .39 trys to die and back up the voltage goes and then runs fine i have disconnected my computer and put power down the three wires from the computer end and tried to wiggle etc then did a ohm test also so everything from my icp to the computer is fine but the computer sending low voltage my question is there anything else sensors etc that can make are reflect on why my voltage is random are is there a component in my computer bad also when i do koeo self test i get icp cirt something are other ty guys so much
