low hpop pressure

I have a 97 f-250 powerstroke that has a hard start somtimes a no start. I had ford scan it for me and was told i had an open ipr circut. he said replacing the ipr would be a start. I replaced it no start. replaced the hpop still no start. so i unhooked the oil lined pluged one and put a pressure gauge on the other. 225psi while cranking. So did i get a bad ipr or a bad pump? Or am i missing somthing else. I tryed this with ipr pluged in and also unpluged. I did do a voltage check at the plug that is mounted on the fuel filter housing and it was showing about 8 volts across the two wires. 12 volts if i grounded from the battery.
