sputter, die, no start

So my wife was driving my '96 stroke a couple days ago, it sputtered for a couple of seconds then died while sitting at a light. Would turn over but no start. Towed it home, and looked into the symptoms. Here they are.
-Wait to start light and other dash lights operating normal
-No white smoke or anything which tells me no fuel
-Fuel bowl filling up
-#22 fuse good
-Tach is working
-It does have oil pressure while cranking
What would cause this, I had heard the IPS whatever that is or maybe the lift pump? Any help with this issue would be great.

You can measure lift pump pressure using an ordinary stick-type tire gauge on the schrader valve while an assistant cranks with the key. Also, remove the IDM and give it a shake, and listen for water sloshing inside.

What kind of pressure should I get from the lift pump?

IIRC, the minimum spec from Ford is 20 psi at 100 rpm crank speed (you should get more than that though). Cheers!
