Icp duty cycle and pressure

I've been having a surging problem with my other truck, 96 f350, when driving down the road truck loses power for a second then recovers. So today I hooked up an aeroforce scan gauge that I got from terminator engineering and while driving at 65 mph my icp duty cycle will fluctuate between 19 & 12% and 1200 & 800 psi when the truck surges. At idle icp duty cycle is 12% and between 560 & 640 psi. Is it time for a new HPOP? Thanks

Would a bad IPR valve cause this?

Possibly. I'd pull the IPR out and inspect/clean it and see if it makes a difference. Also check all the wiring.

Update, I changed out IPR valve and bought a t- 500 HPOP. Icp pressure and duty cycle are good now but truck still randomly loses power at the worst times. I checked fuel pressure and it's good. Truck starts and idles great, I just don't know were else to check. Bad cps maybe?
