glow plug relay problem

I have a 97 F250 and right now i have a push button switch to activate my glow plugs and am wanting to put the wireing back to the key switch. The problem im haveing is with the key on and the key switch wire off there is 11.9 volts at the pcm ground side and at the constant pwr side. what would be causeing this? every thing else works wait to start light and check engine light come on and go off when key is swithced as normal. any thoughts on what would cause this would be helpful thanks.

Any input on this at all no one ive talked to seems to know how that could be? Any knowledge would be great.
