Angry Steam engine? or something different?

Alright well heres the scenario... I havent been driving the 97 for a while now but the other day "blah blah blah".....

1st. startup: cranked right up, blew a bit of white smoke continued about my buisness.

Driving: fine at first about 5 minutes in it began to act as if there were no fuel.. switch tanks, problem persisted... kinda like a newer model in limp mode.. pulled aside, it idled fine, eventuall got strong enuff to head home.
I inspected everything i could such as all fluids, batt life, reset batts, fuel filter....

2nd. went to start up later that day, started but extremely lopey, hit the throttle began to smooth out then fell flat on its face! .

3. now everytime i attempt to start it (starters screaming like a banshee mid you) no real attempts to fire... but its pouring out white smoke for the first cranks, then nothing cept unburned feul smell..

CPS? FPR? idm? combination? i really dont have the extra cash to just try out a bunch of parts.. any input would be greatly appreciated

No codes.. tach moves but minimally.. nothing out of the ordinary.. wts comes on and reappears everytime i recrank.. do hpop's/pressure regulators go bad?

ICP sensors can go bad.
Really strange that you aren't finding any codes what-so-ever.
