oil coming out dipstick tube...?

hey guys,

got another problem with the ole girl, 96 psd completely rebuilt about 7,000 miles ago. before the rebuild there was alway smoke/oil vapor coming out the dipstick tube, I have the ccv mod on the truck and vapor is still coming out of it but in the process of pulling the turbo to delete the ebpv and actuator and tig welding it up. I broke the dipstick. I had to drive the truck back to my place from my buddies shop with no dipstick and by the time i got home it had spit oil out of the tube, all over the valve cover the underside of the hood, running down the frame and such, its a mess.
Is that normal for oil to come out of the dipstick tube, iv heard it can be the ccv mod but the hose isnt plugged if there is still vapor coming out of it right?
truck runs great nice idle doesnt cut out or smoke white, blue so i dont think it has to do with the rings not sealing.

any help would be great
