not enough high pressure oil?

Hello, i have a 97 7.3 and just recently i installed a set of stage 1 injectors. when i have my chip set on the hotter tunes it seems like there is no performance difference between half and full throttle. originally i thought it was a fuel issue but recently i was told it could ba not enough hpo volume. ibought a 17* but i was just told by the seller that it was out of a 99 so it could go either way right? I will eventually have an electric fuel system and a better hpop, i just want to know where to start. Any info would be greatly appreciated.
