95 psd wont start

hey guys, heres the newest wrinkle. my 95 developed a rattling noise (like something loose rattling) so i decided to park it until i could tear into it. it has been sitting for several months. i went today to try to start it to do some diagnosis. put batteries back in. belt back on, etc. engine spins over good, but wouldn't start. wts light comes on and goes off, but cel stays on. this has never happened before. fuse #22 is good, no clicking noises, etc. any ideas? truck has about 290,000 mi., but has had a least one engine replacement, and i think it's a 96 engine. thanks for any help

i bought the truck used, knowing NOTHING about diesels (but have learned A LOT on here since), and have since learned how badly it was abused by the PO. IT SUPPOSEDLY HAS HAD AT LEAST ONE ENGINE AND THREE TRANSMISSIONS PUT IN. but i can't confirm any of this. PO hauled a motor grader with it, broken down LOADED single axle dump truck, etc., etc. so i cant give accurate history info. I JUST KNOW I MISS MY DIESEL!!!!!!! SORRY FOR THE RAMBLING ON, AND THANKS FOR THE HELP.

It would be good to know what the code(s) that is causing the CEL is (are). Is the main oil level OK? Is the High Pressure Oil Pump (HPOP) Resrvoir full? Does the tach move while cranking? White smoke when cranking? How about fuel pressure when cranking? Make sure that the wiring to the Injection Pressure Reglator (IPR) valve on the back of the HPOP looks in good shape and the "tin" nut that hols the solenoid coil on the IPR is there and snug. thanks patrick. went back today, and got it started. i thought it had been a "few" months, actually had been sitting a little over a year! checked the hpop resevoir. it was low. i put a quart in it. it started fine and ran well. the cel is still on, and i will try to get a code scan tool on it this week. thanks again! all happy now, my diesel withdrawals are hopefully over!!!!!!!!
