No power when pedal is to the floor....Help

New guy here with my first post. Little history first on my new wheels. Our company was about to scrap a 1995 E-350 (van) work van with the 7.3 and 270,000 on the clock bc its not running good at all. I told them I want it........now its mine.....free. I want to make it my hunting rig and plan on chipping it once/if I get it running good....

First off, I think it needs glow plugs, won't start without plugging it in to the wall and its in the 60's right now.

It starts, idles pretty rough (hasn't stalled yet on me).......floor it and the engine hardly revs up. Get it on the road you are lucky to hit 30mph with it floored.

The mechs at our shop think its the EEC module, it been replaced 3 since new.

Does this engine have any hope from the sound of it???
