Low Power and MPG

OK here goes. Rebuilt injectors from Pensacola Diesel, new UVCH's, new fuel pump, new EOT sensor, new ICP, new IPR, new Up pipes, new glow plugs and new glow plug relay. My problem has not changed since all this new stuff, low power and low MPG. Before the miles hit around 110000 truck was getting 19-21mpgs and had plenty to haul 9000 lb trailer. Now struggles up a 7 1/2 % grade and only gets around 15 mpg on a good day. I do have 285 tires which shouldn't have made that much difference. I have logged the haul up the hill with AE and seems to be fine with Duty cycle and icp pressure????? Anyone have any ideas where to turn now???????????? Been like this now for quite some time now. Any help is greatly appreciated. Still have hard start issues some also. Gonna change starter today(seems weak). Please help. About ready for auto-homicide.Wondering who will cypher my AE recordings if I send them.?????????????????????????????????

6637 Filter Mod Highest boost I have seen lately 28psi pulling the hill. Here are my AE results.........
