95 7.3 Starting Problem

Hey guys, my dads 7.3 powerstroke is having starting issues.

When warm weather out, it takes the whole WAIT TO START light, then a little more for it to start, then when turning you have to make the starter work for a little longer before it comes to life. Then a big puff of white smoke comes out. With black afterwords. Weve ran 50/50 vegi oil mix with diesel.
can that affect it?

im thinkin glow plugs.

the truck is supper inaafecent
