lifted 97 f350 brake problem

My recently acquired 4x4 rear brakes lock up immediately when pedal applied ,you have to take your toe to bring the pedal to top.I'll also say this monster has about a 6 inch lift (really don't care for but seller advised she was stock height) ok, we wont go there. The rear proportioning valve has been removed, Is that the issue? Was thinking that was left to right? Or is this a booster/master cylinder issue ?This is my daily driver at this point. Thanks for the tip on the ebp valve, that was "spot on" ..

p./s. If anyone is interested in this lift kit and leave around Chattanooga lets get together... be warned they will jar your teeth out!

You need to install the proportioning valve. It usually makes the brakes 60% front brakes 40% rear. Right now your 50/50. You can go back to stock or get an aftermarket adjustable one.
