No steering when idling

I have a 1996 F-350 with 6 inches of lift on 35's and it is extreamly hard to turn the wheel when its only idling so any turns i take while driving i have to be on the gas just to raise the rpms to beable to turn the wheel. What would cause the truck to not turn under low rpms?

bad powerstering pump, Not flow enough fluid at idel. I'm having the same problem.
