hard brakes ?

hello every one new here and i have a question i just bought a 96 f350 and it has a few problems but lets start with the brakes when i got it it had very hard brakes and was hard to stop so i changed my vac pump and nothing has changed

sounds like Brake booster. pull vac hose off booster and check for vac at end of hose while runnin

i did that and plenty of vac at the hose and i just noticed that when i sit in the truck with it running i can hear a sucking noise the as soon as i touch the brakes it stops
