2005 Bizarre turbo problem (or so I think)

After searching quite a bit, I can't find anyone with same problem. I have a 2005 F-350 6.0l Powerstroke. All stock and no mods. Replaced the FICM about 6 months ago. The issue that I am having is the truck will accelerate fine from stop until it hits about 2000-2200 rpms and then it will not accelerate with any power. If I am going uphill I will lose speed. No smoke when revving high and the turbo Guage shows about 20 psi, but no acceleration. Again if I am stopped I can gun the throttle and you fell the turbo kick on and accelerate until 2000-2200 rpms. Checked around turbo, nothing seemed to be loose or cracked and no oil leaks. Idles fine. Any ideas?!?

Maybe an air leak on an intercooler hose?
