No start issues..

hey guys, need some help,, I got a free 04 f350 w6.0, great shape but with engine problems. I pulled the engine and rebuilt it, ficm, turbo and all internal parts, it start right up but had a very slow throttle response. A friend told me to replace the ficm so I did, now no start. Took it too the stealer and they flashed everything, no start. They told me that the icp was 453psi at key on (should be zero) put a new icp in and now it reads 1200 at key on. this is what they wrote on my copy... pcm cuts in and out when cranking, possible power/ground issues. no crank or cam sensor imput (these are new and it did start after rebuild) Could be caused by ficm or pcm shutting down on crank mode. No funds right now too let the fiddle with it so i'm on my own, anyone have an idea on what to look for or where to start. Thanks newbee:dunno:
