Exclamation PATS problem

replaced ignition cylinder and now no start
this is an 2000 EX and my AE should reprogram the new keys but won't grant me security access. it waits the ten minuts then gives me the PATS menu but when I try to erase and reprogram it tells me not erased due to system busy or access refusal.

need help fast this is a school transport for my friends kids.

on an ex you dont have to do the security access,just put the first key in,turn it on wait till the theft light quits flashing then do the other key the same way

thanks Dirk that tells me I am missing some important function. now to figure out how to make it work.

any ideas anyone?
with my AE I don't have the parameter reset option, but I have all the other options. when I go into the PATS menu on AE it puts a box up to type something in but I don't know what belongs in there. I have tried the VIN and parts there of as well as the 4 digit code stamped into the original ignition. do I need some other code to go in there?

in my opinion , you will have to go to ford to get the kep program done, ive never had any luck with other diagnostics equipment to do this
