7.3 won't shut off

2003 7.3 won't shut off when key is removed. Disconnected all 4 battery terminals still won't shut off. Had to remove 10 mm bolt holding wire harness to drivers side engine block to shut off. Need ideas to what the cause is?

I would be thinking Ign Sw. Does the dash stuff go off? (gauges & lights in the cluster?)

If not the batteries are going to be drained and I think, for now, disconnecting the batteries is a good idea (just 2 Neg will do )

To stop the engine alone, I would just pull Relay 303 (IDM in an '03) from the in-cab fusebox.....
