ol' girl running on 4 cyl. Passed buzz and cylinder contr. test????

Yesterday I was driving and all of a sudden CEL came on and lost power. Hook up a snap on tool and I get p0603 and p0476 neither of which has to do with injectors. Everything else looks very normal ICP is about 600 at idle goes to 2200 WOT and 725 at idle when I unplug it. IPR is running 10% duty cycle. I did a buzz test and they all buzz and sound the same, cylinder contribution test showed that Injector#3 ckt was low so I pulled the VC and found a burnt wire on each plug but I am pretty sure it was for glow plugs. changed the UCVH with a new one with no change not one cylinder on passneger bank is firing?? Will the truck start with a bad IDM? I am going to OHM out the wiring from VC to IDM plug today as I ran out of light yesterday. IS there a way to test the HPOP on pass side as the ICP only monitors the driver side head. I do a cylinder contribution test now and no codes found. so if the truck passes both tests does that mean all wiring and IDM PCM are good and it is fuel or HPOP related?

There's a plug on passenger side you can put a gauge on to test hpop.

the truck is a 95'
fule pressure at idle is over 60 (which is weird cause I thought these pumps could only make 50psi)
how big of a guage do I have to buy 3000psi enough?
