Have you unplugged the ICP to see if it starts?

I know you just did the oil cooler. If you unplug the ICP and it doesn't start, I'd still lean towards the IPR valve even though it looks good. When I did Ryan's BPD cooler and studs, it started right up. It sat over night and the next time it wouldn't start. I removed the IPR and it looked fine. Turned out that it was junk. I stalled new one and it started right up.

A lot of times you can get trash in the HP oil system feed when you disturb the oil cooler/screen and it will suck through the IPR. It USUALLY but not always punches the screen out.

If you have IPR at 77 percent, and .24v ICP during crank, you've got a pretty serious HP oil system leak or a feed issue to the HP system.

This is what I'm thinking. I checked the IPR valve this morning and it looked great. I took REALLY good care of the screen in the oil cooler reservoir and it wasn't broken... Idk.. I guess it COULD still be the ipr but the screen wasn't broken, no dirt at all in the ipr valve screen.. Kinda thinking maybe HPOP went bad...
