6.4 stroker choppy and surges

Ok got another ford in


This one is an 08 6.4 powerstroke.

They ended up towing it here after they bought it and told me it ran rough and wouldnt go over 40mph

So yesterday i took it for a drive and the Drive to clean exhaust filter light came on
So i drove and it kept surging and would barely do 30mph. Finally it got some what better and it said drive to clean exhaust. I drove it 35 miles yesterday trying to figure out if it was just the dpf burnimg out or if fhe surging was something else. When i shut the truck off it saod drive test was done drive to clean exhaust

This morning when i got in it to drive no lights on nothing. So i drive it 20ore miles runs great all of a sudden it starts surging again and throw a CEL. I scanned it when i got back it shows

P120F fuel pressure regulator excessive variation
P0194 fual rail pressure sensor "a" circuit imtermittent/erratic
P0269 cylinder 3 contribution/balance (first time tjis one came up)
P1000 OBD systems readiness test not complete

Idk where to start on this im a dmax and cummins guy

P0194
