Brain melting electrical issues. A good one for all you electricity junkies

I need someone to contact me that has a large amount of knowledge with interior and under hood wiring. To give ya idea of what's going on is this is my project truck. 1990 dash with 2001 wiring. I'm running a 2000 7.3 in the 90 body and chassis.
Issues:
- windshield whiper switch wiring (90 switch to 01 wiring)
- glow plugs won't cycle

What i can tell:
- power in all fuses to everything.
- starter relay dose work ( turn key accessories turn on as supposed to)
- iv looked at 1000 different diagrams and still can't come up with a logical reasoning for any of this.

Feel free to shoot me a pm if you have any real logical insite on this.

Simplified: which wires in the steering column multifunction switch of a 2001 psd are needed to operate the windshield whipers/ washers? And what wires are needed to operate the whipers/ washers on a 1990 f250 dash switch.
