low power, low boost pressure?

i just purchased a 05 powerstroke a few months ago with 150000 miles on in. Ever since i got it, i always noticed it was really slow, but seemed to run good. I never though much of it untill i drove my uncles chevy duramax to florida last week and noticed now much different they drove. the duramax had a lot of power throughout the rpm range and also got extemely good gas milage while towing. With a 3k trailer behind my powerstroke going 60mph on the interstate i get about 12mpg and my truck has to downshift everytime it has to pull uphill. Also the max boost pressure i can get it to is 20psi. (the duramax with a 10k tailer could probably beat my powerstroke with no tailer in a race) My truck runs great, doesnt blow any smoke. Could some of the vanes in the turbo be locked up? Any suguestions would be really appreciated. I purchased a warranty plan on this truck and i only have 300miles left on it. its kinda last minute but if there is something wrong, its always better to get it fixed for free.

Check the rubber boots from the turbo to the intercooler and see if there cracked, ripped or in bad shape, if thats not the problem you can take the turbo out and clean it up, mine was so bad that the actual unisom ring was frozen to the turbo side housing (107K with 3800 engine hours)
