Fuel filter on frame rail question help!

just got done changing both filters but I don't think my frame filter cap is on right. my torque wrench indicates that it is tight but the cap is not sealed to the filter housing. there is about 1/32" gap. is this the way it is supposed to be or is this thing cross threaded?

I found that because of the o-ring the torque wrenches will read the proper torque long before actually being on all the way. Use a normal wrench and seat it to where the plastic lip is touching the housing.

EDIT: Sometimes it takes a little while to get things answered on weekends.
