My truck Crank but doesn't start... i'm on desperate town...

My 2003 F250 diesel 6.0 is setting there by week, i need fix this... before died this i have P22825 code and i replace the ICP sensor.... The water in fuel turn on when the truck doesnt start... i replace the manifold on the pump was too rusty on the sensor.... I dont have codes... 2 mechanics come too see but just guessing i replaced the Fuel regulator pressure .... one of them told me the code was P0381 and the other mean cable loose on the FICM.... but i can't read the codes now.... He erase the codes and now i can't get those.. When i put starting fluid the truck star by 10 seconds and turn off...

Do you hear the buzz test with the key on/engine off? How loud is it, does it go in and out or is it a solid buzz?

Yes is a intense buzz constant.... i checked the FICM too is 48m 47 all test... the last news is supposly the Glow plug sensor (CPK think so) or the glow plug module... but i dont want replace more parts if i'm not sure.... How i test those...

Whats your FICM voltage while cranking? Do you have a scan tool or anything you can hook up to it and get live data?

when im cranking is 45.... i have the elm 137 with the software... i think so i can read live data there...
