Unhappy 96 F350 7.3 Diesel IDM problem

Need help!
had diagnosis done at Ford house to check out issues with 96 F-350 diesel 7.3 (POOR POWER, FUEL MILAGE) their computer diagnosis said turbo/pedistal and IDM was "dusted" and need to be replaced to the tune of $3,850.00!!! Needless to say, that's not an immediate option. Was told to check the catylic converter 1st (by someone else) did that, it was clogged and "fixed". This has helped with the power issue somewhat. Still not getting great fuel milage, about 14mph where was getting 17+ (not pulling). Someone else suggested cleaning the IDM, before replacing it - gave me product called LPS NoFlash - electro contact cleaner. Anyone familiar with this? How do you remove the IDM? Where should the product be applied? -

first off the idm or turbo pedestal cant be dusted never heard of such m either the idm is good or bad , there is no cleaning that can be done , i can see the turbo pedestal being bad and holding the ebp valve shut causing low power , if it were mine i would unhook the ebp valve and tie it open , you dont have to replace it you can tie it open for free and drive it and see how it does

Unplug the two wire connector that is bolted unter the inlet of the compressor housing. You may need to remove the orange intake hose to see it. This will keep it fron actuating. To tie it open, reach under the EBPV and slide the retainer sleve back on the actuator rod and pull it down. Then take a piece of heavy wire and wrap around the valve lever and tie it to the engine lift eye while the valve is open. I used a coat hanger, Good luck.
