Losing power horribly! Please Help!!

Started a couple days ago. Loss of power when driving around town. Progressively worsened yesterday. A 6 1/2 hour trip from Ohio to Maryland took me well over 10 hours. Engine power falls off on hills until I mash the pedal to the floor. It will then build boost enough to kick it back up into 4th, and then loses power again. Some of the hills on the Penn turnpike had me falling below 40 mph with the pedal mashed! Truckers in the right lane were laughing as they passed me. Replaced the fuel filter today, but no change. Turbo spins up with the normal sounds while in park, but any grade robs power. Heavy throttle on even grades produces the same effect. Please help with any ideas you might have. There is no stumbling or dying like one would expect from a cps, and my B&D brake keeps the EBPV from closing on it's own. I have disabled the brake to take it out of the possibilities. Thanks in advance.
