I would not go over 12,000 for it. Thats because of the body damage. Also if you do buy it. Replace the whole bed not just the rear fender.

Also, can you get the VIN? If so, become a member and have an Oasis reeport run. That would tell you if the truck has had any warranty work done...

There is only a select few that can run the oasis report for you. They will not do it until you are a premium member. Sorry but that is the rules of the site.

No more than 15K if the records are good, and is it a salvage title?

there should be no problems replacing the fender as long as the bedside is straight - no need to replace the entire bed...

then you get into painting both sides of the bed to match the cab, R&I everything, etc, etc - I replaced several DRW fenders as a claims adjuster and it is MUCH cheaper on newer trucks to replace the fender and go on...

Look up the NADA on the truck and realize you should get a much better deal @ an auction than that price.... Also - the price will depend on if it has an Original clear title or a salvage/rebuilder title.

salvage/rebuilder titles can easily devalue a vehicle 50% of the NADA - although trucks do hold their value better than cars or vans. Just some food for thought from someone who used to do it for a living!
