Exclamation 2001 7.3L Dosn't Try To Start

I'm Having Problems With My 2001. When I Turn The Key The Starter Dosn't Do Anything, But The Solenoid On The Fender Clicks. I've Took The Starter In To Get Tested, It Was Fine. I've Also Had The Batteries Checked And The Soleniod On The Right Fender, All Good. Im Wondering Is The A Relay Some Place The Energizes The Solenoid And The Starter? Or Is There Something Else I Should Look At?

Dont Trust The Auto Parts Store

On Day Three I Had A Freind Come Over And Help Me Trouble Shoot The Problem. I Took A Voltmeter To The Starter Solenoid And It Was Only Getting 8 VDC Across The Terminals. I Then Took The Starter To A Different Auto Parts Store To Get Tested. There Computer Testing Machine Said The Same Thing, The Starter Was Good. But When The Staff Member And I Listened To The Way It Ran It Sounded Very Bad. I Got A New Starter And Installed It, What Do Ya Know I'm Back To Makin' Black Smoke Agian! I Guess The Moral Of The Story Is Don't Trust The Auto Parts Store
