Fuel Water Separator (again)???

I know there are a lot of posts on this topic, but I was wondering something. Is it possible for the yellow drain lever O-rings on the fuel filter to leak a little or does it just pour out?

It got cold here (Evergreen, Colorado) last night 12 F were we live at 9400' The wifey and I went down to Home Depot, and on the way home we could smell some diesel in the cab. I got home and looked under the fuel bowl and could see, just a little puddle of Diesel on top of the motor. It was pretty gunked up around the fuel filter housing, so i couldnt see exactly were the fuel was leaking from.

Its $63 for the replacement kit from Ford, is the leak just gonna get worse or what?

Or, sice I just replaced the fuel filter recently, and it was the first cold night since...could it just be the O-ring on the filter cap???
