i dont care how long you have been around these trucks i have been around and worked on all diesels since i was 5 years old i am now 26 and now manage a diesel fleet of all different kinds of diesels and anyone that has been around diesels for that long know that every diesel is different.maybe your truck does not get that kind of mileage but mine for a fact get 20 all day long and my foot is not too light if you know what i mean and i am not even running custom tunes so call bs on all you want but it is very believable.i have seen the same type motor vary hugely on mpg .
