2000 f350 7.3 auto 4x4 with super chips 1705 in tow safe mode. (no flames please, it came with the truck)

i am averaging about 15 empty, and 7.3-8.0 loaded (11,000# fifth wheel)

this truck is new to me, so i don't know if these numbers are to be expected or not, but it would seem to me that it should do better than this. I have changed the oil and filter, and a new air filter. i don't have a boost guage yet, but i can hear the turbo whining pretty good, and it's obvious when you step on it when the turbo spools up. part of the reason i upgraded to a diesel from the v10 was for increased mileage, but i got this good with the v10. what are some things i should look for?

i was thinking about going back to the stock programming, but don't really want to lose power for towing. would the tow safe tune cause me to eat more fuel? (i would guess so, but this much?)

thoughts please?
