You need to have about 10-12 gallons in the tank first.
Open the fuel bowl drain and place a catch can under the truck.
turn the key on and listen for the pump to run.
It will run for about 10 seconds and then shut off.
Keep cycling the key until fuel comes out of the drain.
Watch close because once it starts to come out , a lot comes out.
close the drain and the crank the engine.
You need strong batteries for this.
Don't crank any longer than 10 seconds at a time or you will over heat the cables.
If you have someone there to hook up jumper cables, leave them attached during cranking.
It should start after about 5 or 6 10 sec cycles.

Now you could have picked up junk from the bottom of the tank and cooked the lift pump and clogged your filter.
