On my 99.5 there is a yellow handle located on the back of the fuel filter canister. Just push it towards the firewall to open it and reverse to close it. There is a steel pipe that goes down the passenger side side of the block. Extend it with a peice rubber hose and drain it into a bucket. If you open it now it will splash everywhere!!
