Turing the other cheek 7 times 70, is to teach forgiveness has nothing to do with paying the penalty. I bet that if an individual killed your family(GOD forbid), and got the death penalty for it. Then claims that they found GOD while in prison, you would want them turned loose. At the time that part of scripture was writen the society had no forgiveness, it had to be taught to them. Much like the way the Muslim's teach on how to treat the infadels (that would be you and me) today, if we don't convert. Example the tax collector, Jesus was hated because he had supper with the tax collector in his house. Also about the adulteress haven't you ever wondered what Jesus wrote in the sand, before making the statement " let those without sin cast the first stone".
