what is a normal vacuum reading

I'm working on a '92 E350 . The brakes almost need 2 feet to get the van to stop. I'm thinking its the vacuum pump. So before I throw a pump in ,I need to know if its a bad pump or a vacuum leak.

could be a bad vac pump not putting out enough or it could be the booster leaking internally. my new vac pump pulls a steady 29inhg @idle and all other rpms. drops a bit while braking.

17 to 21 inches of hg is the spec from Ford. Which happens to be the same as a good gas motor for intake vacuum.
