7.3 idi wont start

Ok im new to this site and the 7.3 idi also, i just bought a 1990 f250 not running. First thing i did was buy 2 brand new 1000 cca workaholic batteries got the truck to crank little bit of white smoke out the intake but no fire. Bought 8 new motorcraft beru glow plugs crankd sprayed bit of ether jumpd but no fire. i believe it is my gpc because my wait to start light does not come on and ignition is rigged through toggle switch when i turn switch on all dash light work volage light works but the wait to start light does nothing. Could this be my problem or somethign else i have full to the injectors also. any help would appreciated i have been trying to get this truck going for almost 2 months now...HELP

The easiest way to check the glow plug relay is to remove the glow plug harness from the glow plug and stick a voltmeter on the plug while someone turns the key on. If it gets voltage then the relay is working.

Sounds like the relay is bad. There's a chart for comparing the temp vs. "on" time. If it's relatively cool then it should be energized for a few seconds.
