Oil soaked injectors

I have a 94 F-350 7.3 Turbo, it will run rough on idle only on fuel tank 2 and occasionally dies while driving also only on this tank(hard to restart). I decided to have the injectors rebuilt and during removal I noticed 4 were oil soaked(alot) when I removed them, above the copper seal. I have no idea what could cause this, any ideas are appreciated. It has about 275,000 miles on it.
I am thinking a faulty lift pump for the stalling....

sometimes when people put injectors back in they coat them with oil, if its stalling only on 1 tank and not the other, i would drop that tank and see if the screens are getting clogged, good idea to do this every 100k
