hard to start and oil in fuel filter

1999 7.3 F-450....

The truck, even in the hot summer wont start without starting fluid. It turns over well but wont start. After you get it started it runs fine with no problems. Upon closer inspection, when we change the filter, we are finding oil in the fuel filter housing. And obviously the engine is consuming oil.

Any help would be awesome.

fuel filter housing is supplied with fuel from presure from the high pressure oil pump, internal damage is possible to your high pressure oil pump? just a though not for sure.

Batteries HOT ? When ever mine get low the engine will spin like hell but wont start
