'96 7.3L no start

I've got a 96 E350 box truck 7.36L powerstroke (180,000 miles) that won't start. Last time it ran it would start cold, run very rough and die as soon as temp came into operation range and would not re-start until it cooled down. Right now it won't start. Codes are 0344, 1668, and 0470. The 0470 was found to be a plugged EBP tube and has been replaced. In the past six months (2000 miles) I have replaced CPS (twice), IDM (full of water), fuel pump, alternator, fuel filter and injector wire harnesses.

Any ideas would be muched appreciated?!?!?

is the oil up to par and maintenance good , if not i would start there , the thing i saw in your post is repeat cam sensor issue, need to look at the engine harness real good from the cam sensor all the way back to the pcm, vans are notorious for wiring issues

Oil is full and maintenance is unknown as I have only had the truck about 9 months.

No noticeable problems found with wiring. I pulled the PCM just for kicks and it is a Ford REMAN with an '06 date code. Re-assembled everything and here is where I'm at...

Scanner sees the PCM but truck wont talk back to scanner. Driver side batt reads 12.5 with key off, pass side is 11.5 with key off. Key on - glow plug relay clickes about every two seconds-non stop, voltage on driver batt is 12.3, pass bat is 8.5. CPS, alternator, and scanner port is all 8.5v. Also, leaving key on for about 5 min, IDM is to hot to touch.

Is this a short somewhere or a battery problem?

new guy here hears that the batteries need to be about 1000CCA and of equal size and capacity.
I'm not convinced a set of new batteries will make the diff but the one battery thats low indicates to me there may be a dead cell warranting replacement.
