hmm. Not sure if this is any help, but my brake controller was shorting out internally causing the brake lights to stay on, but that also happened with no trailer connected. The only other thing i can think is the wireing on the trailer. Does it have a hot wire to charge a battery for trailer brakes. Maybe the plug or wireing is shorting out and it is sending that constant power to the brake light circut...
