1987 6.9 pump??

A buddy of mine put a new pump on his motor and it idles good now and sounds strong but now when you drive it, First gear is pretty strong, Second gear ok for the most part and then third it just falls on its face like some one threw out the ancor. Did he get it out of time or something? It has slots on it like you can move it side to side a little but I don't know where it should be at?Any help would be great

Yup I would say it's a little out of time. Are the marks lined up? On top of the IP there is a notch at the flange were it mounts, and there is also a notch there. Line them up and go from there. What kind is smoke is it putting out? Does it sound like a powerstroke?
