Yes, it is fully adjustable. I went with the recommended setting of "2" and have had zero shifting issues. Also, i have kept it on 100% since day one. When I was running stock tires, I easily got 20mpg, but since I went to the nitto trail grapplers, I do good to get 16 going downhill with a strong tailwind.
I have never towed anything more than my Scag zero turn on my 20' car hauler, and I always leave it on the 2/100% setting.
The guys at IDP are very prompt when answering emails and phone calls, so they'd be better to answer your towing question.
