No it's not the turbo out the exhaust it only happens when the transmission lets the engine lug going up a slight grade it's a whooshing sound from the air box I'm not sure exactly where it comes from I've unplugged the vaccume line from the waste gate and it's not the culprit. I've been deleted 22,000 miles as it's done it since day one! But I sure do love the sound of the turbo!
I get same thing every once in awhile. Only happens when truck is lugging in high gear under load. Goes away as soon as truck downshifts. Sounds as if turbo is starving for air.
Does same thing when power braking with throttle and brake then letting off throttle.
Forgot to mention I am at 4500 ft elevation
